What is FAST certification?

FAST (Free and Secure Trade) is a joint US/Canada and US/Mexico CBP-CBSA-SAT program that pre-vets low-risk drivers and shipments for expedited border processing — FAST-certified trucks use dedicated FAST lanes at the border and typically clear in minutes rather than hours.

FAST is the cross-border trade equivalent of TSA PreCheck: a voluntary program where drivers and carriers submit to background checks, supply-chain audits, and CBP/SAT (or CBSA on the northern border) review in exchange for expedited treatment at the border. There are two FAST tracks: US-Mexico FAST (CBP + SAT) and US-Canada FAST (CBP + CBSA). FAST works at the driver level — each driver who hauls cross-border applies individually, fingerprints get run against criminal and immigration databases, and a CBP officer interviews the applicant. The carrier company holds an associated certification (C-TPAT in the US, PIP in Canada) verifying supply-chain security. Together, a FAST driver in a C-TPAT/PIP carrier moving FAST-eligible shipments uses dedicated FAST lanes that bypass the general commercial queue. Wait-time difference is substantial: a non-FAST truck at Laredo's World Trade Bridge can sit in line 60-180 minutes during peak; the FAST lane often clears in under 15. The program isn't free — initial driver enrollment is $50, processing takes 6-12 weeks, and the company-level C-TPAT certification requires a security audit and ongoing compliance documentation. For a carrier running 20+ cross-border loads a week, the ROI is unambiguous; for occasional cross-border haulers, the break-even is harder to hit.

    C-TPAT (Customs-Trade Partnership Against Terrorism) is the company-level supply-chain security certification on the US side. FAST is the driver-and-shipment-level expedited processing program. Carriers running US-Mexico freight typically pursue both: C-TPAT for the company and FAST for individual drivers. C-TPAT is the prerequisite — you can't enroll drivers in FAST as a company without C-TPAT certification first.

    Driver applications typically take 6-12 weeks from submission to issuance of the FAST card. The bottleneck is usually the in-person interview slot at a CBP enrollment center; major border-area cities (Laredo, El Paso, Detroit) have shorter waits than inland centers. Company-level C-TPAT certification ahead of FAST takes 30-90 days for the initial application and security audit.
  • Do I need FAST for occasional cross-border loads?
    Probably not. FAST's economics work best for carriers running cross-border as a substantial percentage of their book — typically 25%+ of loads. For one-off cross-border moves, brokers often partner the load to a FAST-certified carrier for the border crossing leg and rejoin a domestic carrier on the other side (transfer-carrier model). It's slower per load but skips the FAST setup cost.
